NvidiaRole in AI Chip Sales to China
The Biden administration is engaged in discussions with Nvidia Corp regarding the permissible AI Chip Sales to China. However, they have emphasized that the most advanced semiconductors cannot be sold to Chinese firms.
In an interview with Reuters on Monday, U.S. Commerce Secretary Gina Raimondo stated that Nvidia “can, will, and should sell AI chips to China because most AI chips will be for commercial applications.” She highlighted the importance of preventing the shipment of the most sophisticated, highest-processing power AI chips to China, as these could enable the training of advanced models.
Raimondo mentioned a recent conversation with Nvidia CEO Jensen Huang, who expressed a commitment to following the rules and working collaboratively. She warned chip companies against designing chips just below the established line, emphasizing that the Commerce Department would control any attempts to redesign chips for AI purposes.
Addressing concerns about compliance with export curbs, Raimondo mentioned ongoing collaboration with Nvidia and their shared goal of doing the right thing while navigating the regulatory landscape.
Progress and Setbacks in U.S.-China Relations
Regarding the establishment of a commercial issues working group with China in August, Raimondo stated that it was too early to determine its effectiveness. She acknowledged positive developments such as China’s central bank granting a license to a joint venture by MasterCard and the approval of Broadcom’s acquisition of VMware.
Expressing disappointment over Chinese airlines not resuming Boeing airplane deliveries, Raimondo reiterated President Joe Biden’s discussion with Chinese President Xi Jinping on the matter during talks in California last month. She emphasized the need for China to fulfill its commitment and pledged to continue pressing for progress.
In a separate call to action, Raimondo urged Congress to pass legislation addressing potential national security threats from foreign apps like TikTok. She stressed the importance of having the necessary tools without solely resorting to banning specific apps, citing the dynamic nature of emerging security concerns.w
