During a press briefing at Bletchley Park in England on November 1, Elon Musk shared insights into the objectives of the inaugural AI Safety Summit. Musk underscored the summit’s mission to establish an external “third-party referee” tasked with monitoring and evaluating the activities of companies involved in the development of artificial intelligence. This proposed referee would function as an independent entity, empowered to raise alerts in case of any emerging concerns.
The core objective, as Musk explained, is to create a comprehensive framework for insight. He stated, “Our primary goal is to set up a framework that allows for insight, ensuring the presence of an independent referee capable of observing the activities of leading AI companies and raising alarms if any concerns arise.”
Recognizing the intricacies of formulating fair rules, Musk emphasized the need to initiate the process with insight before transitioning into oversight. He remarked, “Determining fair rules is a complex task, but the starting point should always be gaining insight before delving into oversight.”

Musk’s remarks followed the release of a declaration by Britain, co-signed by 28 countries and the European Union. This declaration outlined a dual-focused agenda aimed at identifying common AI-related risks, advancing scientific understanding, and formulating cross-country policies to effectively address these concerns.
Concerns in the AI Community
Within the context of the AI community, Musk highlighted a prevailing worry about the potential premature imposition of government regulations. He stated, “There’s a notable concern among individuals in the AI field that regulatory actions might be taken hastily without a comprehensive understanding.” Despite this concern, Musk expressed optimism, stating, “I believe such a scenario is unlikely.”
