This initiative involves constructing data centers for local storage of European user data. The Norwegian data center, located in Hamar, will consist of three buildings, with the first phase expected to be operational by the next summer.

A notable aspect is TikTok’s commitment to sustainability, as the Norway data center will operate entirely on renewable energy, with excess heat being repurposed. TikTok is collaborating with a third-party provider to explore potential projects benefiting from this heat reuse in various industries and research institutions.

Under Project Clover, TikTok plans to invest 12 billion euros over the next decade, covering the construction of three data centers, the incorporation of privacy-enhancing technologies, and the engagement of British cybersecurity firm NCC for auditing its data controls independently.

The contract with NCC allows them to communicate with data protection authorities and national cybersecurity organizations without TikTok’s direct involvement, enhancing transparency and accountability.
